EUCCS Preparation programme is setting the necessary foundations that will allow information exchange between responders of different agencies in different countries and allow for secure and resilient mobile communication without being restricted by geopolitical boundaries.
This programme continues to test technological development, via direct engagement with practitioners and governments in ways that inform the interplay between technology development, operational practices, as well as the policy and standard structure.
The EUCCS Preparation programme is creating opportunities for practitioners to share their operational and strategic needs, test them via a real access and management of solutions, and improve access to the knowledge and understanding of both the new technologies and the user needs in service of public safety and security.
HOW IS EUCCS PREPARATION ACHIEVING SO?
EUCCS Preparation is working on testing situations of pan-European cooperation, operational mobilities, and engages with the operational capabilities/procedures that need to be adapted by working through trial scenarios. Trials will take into account the informational needs that inform the organisational and technological needs (e.g., the devices and applications).

EUCCS Preparation is also considering how governance, standardisation, and compliance can support the synchronisation of the different parts of this complex equation and explore how to engage existing and emerging regulations and standards, despite the challenge that technology is advancing fast.

In September 2023, the European Commission, DG Migration and Home Affairs (DG HOME) created a Mission Critical Communication Expert Group (MCCG) to work towards supporting legislation that will be needed at the European level to support establishment of EUCCS.
Experts from ALL EU member states and Schengen countries are involved. EUCCS Preparation is working alongside the MCCG to advise on technical matters.
THE MISSION
The mission of the MCCG is to establish the European Critical Communication System, enhance the resilience of public communication infrastructure and ensure the capacity to react in times of crises, as well as improve daily operational cooperation in the field of internal security and to support a timely and coordinated response in emergency situations.
